Conventional development metrics often describe needs, deficits, services delivered, or short-term outcomes. They tell us less about whether a community is gaining the power and capability to determine its direction.
The Community Sovereignty Index™ is being developed as a practical way to examine those deeper conditions. It is not a score imposed from outside; it is a structured inquiry that combines community knowledge, institutional evidence, and shared interpretation to identify strengths, constraints, and opportunities for action.
